Phil Penman is a British-born, New York-based photographer known for his black-and-white street photography and long-standing documentation of urban life.
Tokyo — A State of Mind (2025) continues Phil’s focus on the rhythm and intensity of city environments, turning his attention to Tokyo. The series captures fleeting moments across the city’s streets, balancing structure and spontaneity through strong contrasts and precise timing. Figures move through layered urban spaces, where light and shadow shape the atmosphere as much as the subjects themselves.
Working in his signature monochrome style, Phil emphasizes composition and gesture over narrative. The images rely on natural light and in-camera framing, allowing the city’s density and pace to unfold without intervention. This approach creates a consistent visual language that links Tokyo to his broader body of work.
The series reflects an ongoing interest in how individuals occupy and move through large metropolitan environments. Rather than presenting a fixed story, the work suggests a continuous flow of moments, grounded in observation and presence.
Phil’s work has appeared in publications including The Guardian, National Geographic, and Time Magazine. His photographs are held in the 9/11 Memorial & Museum and the U.S. Library of Congress, and have been exhibited internationally.
